Abstract

This study investigates the impact of organisational characteristics on Outcome-Based Budgeting (OBB) implementation effectiveness at the Federal Territories Department (JWP) Putrajaya. Despite OBB's deployment in Malaysian government agencies since 2013, significant obstacles remain regarding leadership participation, technological infrastructure adequacy, and staff competency levels. The study focuses on how these three organisational characteristics influence the success of OBB implementation in JWP Putrajaya's specialised administrative context. The study used a quantitative cross-sectional survey approach, gathering data from 88 officers at various organisational levels, resulting in a 78% response rate. The study used a structured questionnaire from proven tools to assess leadership commitment, technical infrastructure adequacy, personnel competency, and implementation effectiveness. Data analysis methods included descriptive statistics, reliability testing, correlation analysis, and multiple regression. The study found three significant conclusions about OBB implementation at JWP Putrajaya. First, staff competency was the most critical element in successful implementation, indicating that well-trained and skilled personnel are essential. Second, leadership commitment had a considerable positive impact, emphasising the value of strong management support. Third, there was a strong relationship between technological systems and staff competencies, showing that these parts operate best when developed together rather than independently. The findings recommend a comprehensive approach to improving OBB implementation, emphasising the need for human capital development while maintaining strong technological infrastructure and leadership support. The study adds a theoretical understanding of public sector reform implementation and practical advice for increasing OBB effectiveness. These findings are pertinent to Malaysia's ongoing public sector transformation efforts and may help other developing countries adopt comparable reforms.
