SMEs are vital to Malaysia’s economy as they constitute a large percentage of all businesses. When the COVID-19 pandemic hit, it exposed weaknesses as SMEs struggled to pivot when movement controls were enforced. They were heavily dependent on physical operations causing low market engagements and sales. Those lacking in digital readiness found it difficult to work remotely, setting them at a disadvantage compared to technologically prepared competitors. To remain competitive, SMEs must adopt digital technologies as they have been proven to increase productivity. Despite government initiatives to encourage digitalisation, Cloud ERP adoption remains low hindering organisational performance. This research studies the problem of the low Cloud ERP adoption rate with two main issues. Firstly, the low adoption rate reduces SMEs’ connectivity to markets, putting them at a disadvantage. Secondly, SMEs are hesitant to adopt Cloud ERP because of a lack of guidelines and standards on Cloud technology. Addressing these issues is important as SMEs face a high risk of closures as exemplified during the pandemic movement restriction. This research fills the research gap by developing guidelines to overcome challenges in Cloud ERP adoption and understanding the resources and capabilities needed for successful adoption. The study uses a qualitative case study approach and purposive sampling by interviewing eight SMEs which have Cloud ERP adoption experience. On theoretical contributions, the study found new insights that suggest an additional knowledge dimension to the Technology-Organisation-Environment (TOE) framework. On practical contributions, the study developed a guideline to improve the SMEs’ Cloud ERP adoption with details on formulating digital strategies, developing key resources and capabilities, overcoming challenges and leveraging external entities to increase adoption success.
