Small and medium-sized performance in public and private sectors: insights from a PRISMA-guided systematic review

Abstract

This study examines the literature on small and medium enterprises’ performance, emphasizing the contributions from both the public and private sectors. Concentrating on the importance of implementing various performance measures to meet the needs of the SMEs and help improve competitiveness within a growing market environment. Thus, the study aims to establish the contribution of these indicators to enhancing the competitiveness of enterprises. This study employed a systematic literature review approach, using specific criteria to include articles published between 2000 and 2023, and we identified 350 records, of which 98 were taken from the Google Scholar database, 87 from ScienceDirect, 70 from Emerald, 32 from PubMed, 27 from Sage, 24 from Taylor and Francis, and 12 from Wiley Online Library. Out of the identified articles, 77 were deemed pertinent for data analysis. This review identified 25 measures to assess SME performance in the public and private sectors, grouped into 10 categories: marketing performance, entrepreneurship, technology innovation environment, service innovation, organizational culture, entrepreneurial culture, open innovation, human resources practices, and market orientation. This study directly associates these indicators with SME performance assessment and uses PRISMA guidelines to elaborate on how these indicators contribute to improving SME performance. Thus, it faces the question of the usability of different performance indicators and sampling techniques. The findings from this research, based on a PRISMA review, indicate that the performance of SMEs in Pakistan is determined by governance, innovation, and finance. This suggests that policymakers should enhance institutional support and that SME managers should implement data-driven, creative, and adaptive strategies to achieve sustainability in terms of competitiveness.
