Abstract

The performance of small and medium-sized manufacturers (SMEs) is a critical factor in driving economic growth, job creation, and innovation, particularly in developing countries such as Saudi Arabia. This study aims to investigate the impact of business development initiatives, specifically human capital development and government support and policy initiatives, on the performance of small and medium manufacturers in Saudi Arabia. A quantitative research design was employed, utilizing a survey-based approach to collect data from a sample of small and medium-sized manufacturers in Saudi Arabia. The study examined the relationships between human capital development, government support, policy initiatives, and firm performance, while controlling for factors such as firm size, age, and industry. The data was analyzed using multiple regression techniques to determine the significance and strength of the relationships between the variables. The results of the study revealed a significant and positive relationship between human capital development and the performance of small and medium-sized manufacturers, indicating the importance of investing in education, training, and employee development to enhance firm performance. Furthermore, the study found a significant positive relationship between government support and policy initiatives and firm performance, suggesting that government intervention plays a crucial role in fostering the growth and success of small and medium-sized manufacturers in Saudi Arabia. These findings have significant implications for policymakers and business owners, highlighting the need for targeted interventions and programs that support human capital development and facilitate access to government support and policy initiatives for small and medium-sized manufacturers. The study also contributes to the growing body of literature on the factors that influence SME performance and provides valuable insights for future research in this area.
