Despite comprehensive disaster management mechanisms, civic networks, technology and institutional impact on Malaysians affected by disasters remain little understood. Recent episodes of flood and landslide disasters have increased the need to deepen our understanding on the roles of these crucial factors for knowledge-based disaster response and preparedness system. This study aimed to empirically response to recent calls for the role of civic networks in mediating disaster preparedness and it’s two other critical factors: technology supports and institutional supports, so as to deepen nuanced understanding on its social capital perspective. This study utilized two theoretical approaches: social capital theory to reflect as civic networks and technology supports refers to the feature of knowledge-based systems model. In this context, pertinent civic networks, knowledge-based technology supports and institutional supports literature for disaster were examined to suggest individual’s impact of disaster preparedness as mediated by civic networks precursors: norms, networks and social trust.
