Abstract

Motivated by successful mobile broadband subscription uptake in some countries, the cellular communication industry around the world is currently aggressively expanding mobile communication networks to third generation (3G) and fourth generation (4G) systems. These systems include the wideband code division multiple access (WCDMA) standard, the IEEE 802.16 standards, and the 3GPP Release 8 (Rel-8) Long Term Evolution (LTE) wireless broadband standard. Real time application such as video streaming and real time gaming, are expected to become popular and generate large amounts of traffic in the mobile network. Successful delivery of real time content over mobile networks depends on the network’s ability to schedule real time traffic with quality assurance. Without quality assurance, distortion occurs and impacts user experience. Thus, maintaining the quality of service (QoS) such as packet delay, packet loss ratio (PLR), median and cell border throughput requirements in networks dominated by real time traffic, is critical. On the other hand, given the stiff competition in the telecommunication industry, operators seek fast go-to-market solutions for any new types of service to be introduced. Operators need to make informed decisions on network expansion to satisfy performance requirements efficiently. Radio network planners usually face a number of challenges as they need to design networks in a short time frame. This drives the need for an efficient radio network planning methodology with QoS considerations to rapidly estimate the cost of deployment.
