Abstract
As wireless communication evolves toward 5G Heterogeneous Networks, user congestion continues to rise. Research efforts have focused on improving congestion control through various resource allocation algorithms. Traditional network-centric approaches have shown improvements in Quality of Experience (QoE). However, under severe congestion,these algorithms become ineffective.To addressthis, a user-centric resource allocationalgorithmbasedon a prioritybased bandwidth allocation scheme is proposed. This approach demonstrates the potential for further exploration of usercentric methods to enhance QoE in high-congestion scenarios. The proposed algorithm enables prioritised users to maintain stable QoE under heavy congestion, without significantly degrading the QoE of non-prioritised users. It improves the throughput of prioritised users by an average of 87.77%, while maintaining stable network conditions with a 20% increase in user congestion. Furthermore demonstrating a QoE improvement of 7.24% when user are prioritised in various scenarios.
