Abstract
Emergency Management Services (EMS) need to be extremely efficient as slight delays can cause delays in saving the lives of those who are in critical need. This includes patient reporting and handovers to emergency and trauma departments at hospitals where the physical Patient Care Form (PCR) is handed over to personnel at the hospital to handle the case. Timely handover of PCR is not possible now with the short time span available to assess the emergency, stabilize the patient and hand over to the hospital. Emergency Medical Personnel's (EMPs') are not able to meet Operational Research Consultancy (ORCON)'s stringent response time targets, which is currently 15 minutes for the entire process. This paper introduces The Open Architecture Framework (TOGAF) as an innovative guide for the design of building blocks mainly(1) Business Architecture, (2) Application Architecture, (3) Data Architecture and (4) Technology Architecture for the design of a proposed architecture to improve ORCON by digitalizing PCR forms, essentially moving towards an electronic PCR (ePCR).
