Malaysia's real estate industry is experiencing growth in transaction volume and value, leading to increased demand in the fit-out sector. The Construction Industry Development Board website lists numerous registered fit-out contractors, requiring project stakeholders to filter, evaluate, and select the most suitable contractors for their projects. However, the tender evaluation process often involves multiple stakeholders, leading to potential bias and subjectivity in setting evaluation criteria. This study aims to identify the factors that contribute to experience-based bias in tender evaluation and those influencing the selection and prioritization of tender evaluation criteria in Malaysia's fit-out industry. Using a qualitative methodology and a phenomenological approach, the study conducted semi-structured interviews with 21 participants, both online and in person. The findings revealed that experience-based biases stem from stakeholders' previous working relationships with contractors, shaping their perceptions and influencing their evaluation decisions. Additionally, project characteristics emerged as a key factor affecting the selection and prioritization of tender criteria. The study highlights the importance of incorporating stakeholders past experiences into tender evaluation frameworks. By doing so, stakeholders can enhance their decision-making processes, better predict project outcomes, and identify potential risks. These findings underscore the need for a more structured and transparent evaluation process to mitigate bias while leveraging valuable experiential insights. This approach can ultimately lead to more informed and equitable contractor selection in the growing Malaysian fit-out industry.
