Abstract

Malaysia's government is currently creating awareness and preparing the public to implement the national Petrol Subsidy Program to ensure that petrol subsidy is given only to the deserving B40 and M40 groups. Thus, the research is to study the effectiveness of the Petrol Subsidy Program in Malaysia. The research objective of this study is to propose a framework for economic, social, and environmental effectiveness of the Petrol Subsidy Program in Malaysia. The research objectives of this study are (i) To examine the effectiveness of the petrol subsidy program in Malaysia from the economic perspective. (ii) To examine the effectiveness of the petrol subsidy program in Malaysia from a social perspective. (iii) To examine the effectiveness of the petrol subsidy program in Malaysia from the environmental perspective. The dependent variable in this study is the petrol program effectiveness, while the independent variables in this study are: petrol price fluctuation, political spending, government budget constraints, petrol sufficiency, household welfare, public welfare, subsidised goods for people, targeted users, environmental pollution, environmental quality, air pollution, and energy investments. This study used quantitative methodology; 384 data have been collected using quota sampling from B40 and M40 families of 3 states that have the largest population of car ownership in Malaysia: Selangor, Johor, and Kuala Lumpur. Data were analysed using Structural Equation Modelling (SEM) with Analysis of Moment Structures (AMOS). Economic factors (petrol price fluctuation, political spending, government budget constraints) significantly affect the effectiveness of the petrol subsidy program. In addition, social factors (household welfare, public welfare, targeted users) significantly affect the effectiveness of the petrol subsidy program. Environmental factors (environmental quality, energy investments) also significantly affect the effectiveness of the petrol subsidy program.
