Abstract

In future wireless networks (FWNs), maintaining seamless connectivity in dense urban scenarios remains a key challenge due to frequent handovers (HOs) and lineof-sight (LoS) blockages. This paper proposes a framework that integrates unmanned aerial vehicles (UAVs) with reconfigurable intelligent surfaces (RIS) to enhance mobility support and overcome these connectivity issues. We introduce a deep-deterministic policy gradient (DDPG)-based approach that jointly optimizes UAV positioning and RIS phase shifts, ensuring improved signal quality and reduced handover failure (HOF). To efficiently manage the mobility of ground users (GUs), a K-means clustering algorithm is employed for user partitioning, based on signal-to-interference-plus-noise ratio (SINR) and location information. The proposed method enables adaptive UAV-RIS deployment that enhances LoS probability and communication reliability while optimizing energy efficiency (EE) and throughput. Simulation results validate the effectiveness of the proposed framework in reducing energy consumption and improving network performance in urban environments
