As public awareness of environmental and social issues continues to grow, the role of public procurement in driving sustainable development has come into sharper focus. Sustainable public procurement leverages the purchasing power of government entities to make environmentally responsible choices. It can help drive market demand for sustainable products and services, encouraging businesses to adopt more eco - friendly practices. Public procurement officers are critical enablers of sustainable public procurement. Their actions and choices can lead to positive environmental, social, and economic outcomes for communities and society by adopting sustainable procurement behaviour. This study designed to delve into the underlying drivers that influence sustainable procurement behaviour among public procurement officers, shedding light on the critical factors shaping their decision-making processes. Specifically, it examined the influence of GHRM-related factors (green training, green performance management, green employee involvement, and green management of organisational culture), green human capital-related factors (green transformational leadership, environmental knowledge, and top management support), and regulation implementation-related factors (procedural justice and regulatory forces) as (predictor variables) on sustainable procurement behaviour (criterion variable) and to study the moderating role of affective commitment to change on these relationships.The study utilised cross-sectional data obtained from 359 public procurement officers working within Federal Government agencies in Malaysia. Two-stage approach of multistage cluster random sampling approach was employed, and the PLS-SEM regression technique was utilised to test the hypotheses related to the study. The theoretical frameworks guiding this research encompass the Ability-Motivation-Opportunity (AMO) Framework, Stakeholder Theory, and Social Identity Theory, providing a foundation for quantitative research. The result revealed that green management of organisational culture predict sustainable procurement behaviour positively and significantly. Environmental knowledge and top management support were found to relate positively to sustainable procurement behaviour. In addition, procedural justice was found to facilitate sustainable procurement behaviour. Affective commitment to change were found to moderate the relationships between the green management of organisational culture, green transformational leadership, environmental knowledge, top management support, regulatory forces and procedural justice with sustainable procurement behaviour. However, affective commitment to change were not found to moderate the relationships between green employee involvement, green performance management and green training with sustainable procurement behaviour. This study theoretically expands our understanding of the motivations behind organisational decisions to adopt sustainable procurement practices by providing empirical evidence from public procurement officers. The study introduces a framework model, intended to support Malaysia and other developing countries in improving sustainable public procurement practices, offering valuable insights for both scholars and practitioners. The study's findings act as a catalyst for strategizing and implementing sustainable public procurement in Malaysia, highlighting the crucial roles of GHRM-related factors, green human capital, and regulation-implementation factors. In summary, these findings provide valuable insights into the intricate web of factors that shape sustainable procurement behaviour among procurement officers. They underscore the significance of several key elements, including GHRM-related factors, green human capital-related factors, regulation implementation-related factors, and the level of affective commitment to change, in nurturing and promoting sustainable procurement practices.
