Abstract

In Malaysia during the Movement Control Order (MCO) era, issues pertaining to moratorium were hotly debated and frequently interpreted in different ways. This crisis has an impact on everyone: politicians, financial professionals, employees in the public sector, and even members of the private sector. With the independent variables of financial literacy, saving habits, purchasing power, and stress level, this study attempts to investigate the effects of the given moratorium on financial customers or Malaysian households based on their response to the inducement. While perceived fear or constraint brought on by financial limitations serves as a moderator. To achieve the objectives, this research uses a quantitative research approach in the form of field research. In addition, a total of 152 respondents answered the questionnaire using google form, and the data were analysed using SPSS version 28. The results of this study indicates that the respondents’ knowledge on personal finance provide strong positive responses to the implementation of the Moratorium incentive. In general, despite being aware of the Moratorium's future effects, they are nevertheless happy and satisfied with the incentive. In fact, the findings also show that the respondents clearly demonstrate the comfort they felt due to the implementation, which greatly improved their stress level and mental health and literally gave them reason to be satisfied and highly favorable with the implementation during the pandemic. While the respondents may have solid saving habits, which in turn has little effect or lessen their responsive behavior towards the incentive offered. The research respondents' spending patterns do not substantially change despite the moratorium being in place during the epidemic, according to the findings from the perspective of purchasing power. While majority of them do agree that they have additional funds due to the incentive, but still they were not in favor of spending more. The findings also reveal that, despite feeling anxiety or a sense of constraint (fear), participants' behavior toward the incentive still fell short of their expectations. Nevertheless, the majority of respondents supported the government's initiative to impose the Moratorium and expressed satisfaction with it. The answers clearly demonstrated a high level of literacy, particularly in connection to the execution of the moratorium, and as a result, they made the decision to move forward with the incentive offered.
