The role of public procurement in sustainable development has emerged in recent years as a significant area of research and discussion due to its high proportion of government spending around the world. In the last 10 years, Malaysian economic survey (2009-2019) has shown that public investment is roughly 24-33 per cent of GDP and matches the global pattern of significant national public procurement spending. Several studies have shown that public procurement can impact the sustainability market and enable public agencies to incorporate economic, environmental, and social characteristics in their procurement activities. Public procurement can serve to stimulate broader government priorities, such as encouraging business innovation in the service market, using government funds to foster social or environmental objectives, and promoting domestic markets. Low adoption of an SPP has demonstrated detrimental social, economic, and environmental associations and in many countries, it has become increasingly concerned. In the efficient implementation of SPP, sustainable procurement behaviour (SPB) is regarded as a significant factor. Purpose – This research study has made an endeavour to fill this gap by investigating drivers of SPB of the procurers in government departments of Malaysia with a view to analysing the effects of green human resource management-related factors (green training, green performance management, green employee involvement and green management of organizational culture), human capital-related factors (transformational leadership, environmental knowledge and top management support) and regulation implementation-related factors (regulatory forces and procedural justice) on SPB among procurement officers in federal government of Malaysia.
