Abstract

Human capital development has been the key towards performance enhancement and in view of this, Malaysian government has invested substantially in human capital especially among public service officers. However, there are many issues on unsatisfactory performance in public sector which were flagged by numerous audit reports and complaints received by Public Complaints Bureau such as poor performance management, irrelevant service delivery, poor information governance, lack of training in financial management and inadequate supervision. These may result in public dissatisfaction and loss of trust and confidence towards the public sector. Therefore, uplifting public performance is crucial in Malaysia because government agencies provide essential services to publics not only for their benefits but for the nation’s sustainability administered through public service officers, i.e., knowledge-workers’ hence productivity and performance are key success factors in achieving these goals. Along the same line, this study investigates the effect of knowledge productivity dimensions towards knowledge-worker performance in public sector. Drucker’s Knowledge Productivity Theory is used as an underpinning theory to support the proposed model. Purpose - The purpose of this study is to investigate antecedents of Knowledge Productivity namely level of autonomy, continuous learning, continuous innovation, job design, knowledge-worker, quality, and its effect on knowledge-workers performance, underpinned by Drucker’s theory. This is followed by examining the mediating impact of organizational commitment. In a nutshell, this research will pursue having four objectives: 1) to investigate the relationship between Knowledge Productivity dimensions and Knowledge-Worker Performance, 2) to examine the relationship between Organizational Commitment and Knowledge-Worker Performance, 3) to investigate the relationship between Knowledge Productivity dimensions and Organizational Commitment; and 4) to examine the mediating role of Organizational Commitment on the relationship between Knowledge Productivity dimensions and Knowledge-Worker Performance.
